City of Riverside
 
The Housing Rehabilitation Program is sponsored by the City of Riverside Redevelopment Agency and administered by RHDC. Low interest loans and a limited number of grants are available to help finance the rehabilitation for income eligible homeowners.
 
The following programs may be available to you if you live in the City of Riverside and you meet the required income and program guidelines. 

 Rehabilitation Loans
Provides funds for needed rehabilitation.  Available at 3% interest and up to 20 years for repayment.  A Deed of Trust is used to secure the loan (lien on property).

 Grants for Senior Citizens and Persons with Disabilities
Assistance to make necessary repairs for seniors and access modifications for persons with disabilities. Grants for up to $5,000 for single family residences and $8,000 for mobile homes.
 
 Emergency Grant
Assistance is available to correct problems of a health and safety nature.
 
Casa Blanca Exterior Home Improvement Program (HIP)
 
For homes within the Casa Blanca area.
CASA BLANCA Exterior Grants- Grants of up to $5,000 are available for exterior related work only (i.e. -roofs, windows, landscape, fencing, etc). A five-year owner occupancy and maintenance covenant is required.
 
CASA BLANCA Forgivable Loans- Maximum loan amount of $50,000 for rehabilitation of single-family homes. Loans are forgiven over a 20-year program period ($2,500 forgiven annually). Total household income can not exceed 120% of median area income. A twenty year owner-occupancy and maintenance covenant is required. This covenant remains on the property for the full twenty years regardless if the loan is paid off.
 
 
Eligibility
You may be eligible for these housing rehabilitation programs if you live in the City of Riverside, own your home, live in that home and your family income does not exceed the maximum income amounts set by HUD. Program funds are available for corrections of code violations and health and safety problems such as upgrading electrical service, plumbing, and installing new roofs.  All safety and code violations must be addressed.
