The Housing Rehabilitation Program is sponsored by the Redevelopment Agency of the City of San Bernardino and administered by the Inland Housing Development Corporation (IHDC). Grants for the exterior beautification of the property and low interest loans for the correction of health, safety and code violations are available to income eligible homeowners.
 
The following programs may be available to you if you live in the City of San Bernardino and you meet the required income and program guidelines. 


  
Exterior Beautification Grant Program  
The Grant program provides grants of up to $10,000 per property on a first-come, first-served basis with an additional dollar-for dollar match up to $15,000 in agency funds to homeonwers occupying single-family homes. The grant funds are available for the exterior beautification of the property.  

Only applicants with household incomes at or below 120% of Area Median Income (AMI) are eligible for Exterior Beautification Grant.

The homeowner will be required to sign a covenant that requires them to live in the home and maintain the property for at least ten (10) years following the completion of work or the grant must be paid back in full.

In addition, property owners are required to attend a four (4) hour Preventive Maintenance class offered by a qualified service provider.  
 
  Health and Safety Rehabilitation Loan
The Loan program provides loans to qualified homeowners for the lesser amount of $25,000 or 25% of the appraised value of the home. The loan funds are available for the correction of health and safety code violations.

Only applicants with household incomes at or below 120% of the Area Median Income (AMI) are eligible for the Health and Safety Rehabilitation Loan.

The homeowner will be required to sign a covenant that requires them to live in the home and maintain the property for at least ten (10) years following the completion of work or the loan must be paid back.

In addition, property owners are required to attend a four (4) hour preventative Maintenance class offered by a qualified service provider.
 
 

Eligibility is determined through an underwriting process. After your application is received by IHDC, you will be placed on a waiting list. You will be notified by mail when your file is complete and then notified by telephone when your file has been assigned to a Housing Development Analyst. The Housing Development Analyst will schedule an appointment to come out to your home and explain the program guidelines, verify which program funding you are eligible for and do an initial walk-through of the property.

 
Eligibility
You may be eligible for these housing rehabilitation programs if you live in the City of San Bernardino, own your home, live in that home and your family income does not exceed the maximum income amounts set by HUD.  Program funds are available for exterior improvements, corrections of code violations and health and safety problems such as upgrading electrical service, plumbing, and installing new roofs.  All safety and code violations must be addressed.

You must complete an application for assistance.  Applications are available at the Economic Development Agency (EDA) in the City of San Bernardino at 201 North "E" Street, Suite 301, (909) 663-2270.
